The Incrementer question works exactly like the Number question, with one extra feature: it has a - and a + button on each side which when clicked will decrease/increase it's value.
There is only one difference from the Number question, and that is the "Step" option:
How much the value will increase or decrease when the +/- buttons are clicked. The default is 1, but it can also be set to decimal values, for example: 0.1
